The VIE will be attached to the SHES department of the project on site, which comprises approximately 290 professionals in Health, Safety, Environment, Security and emergency and which is structured in poles:

  • The technical team, under the SHES Technical manager: Management of work permits, training, inspections, audits, steering of the project HSE management system, performance and continuous improvement.
  • The security and emergency management team under the security and ERT manager
  • Field teams (Superintendent, supervisors and officers) under the Field HSE managers
  • Risk management and accident/incident investigation
  • The team under the Site doctor
  • The environmental team under the site environmental coordinator

is a totally international team, each member having a strong experience of working on mega projects and in Qatar / East.

About the job :

You will be part of the HSE team of the NFE project which is led by Technip Energies and our partner Chiyoda forming a partnership called CTJV.

Your tasks will consist of :

  • To support the Site SHES Manager in ensuring Project SHES requirements are adequately reflected in the CTJV SHES Management System and Programs and compliance thereto are confirmed
  • Take Safety as a first priority and Follow Golden Rules
  • Attend required SHES / QA Trainings
  • Familiar with COMPANY and RLIC HSE Requirements as defined within the contract.
  • Thorough understanding of Qatar legislative requirements pertaining to HSE matters.
  • Deep knowledge with regards to International Standards and treaties the Project have to adhere to with regards to HSE.
  • Knowledgeable pertaining to the content of CTJV SHES Management System, Plans, Procedures and Programs.
  • Advise discipline supervisors for their involvement of all HSE matters as:
  • Preventing injury to personnel, damage to plant and fire prevention
  • Identify need and advise on ways to improve existing work methods
  • Statutory and contractual requirements affecting HSE at work
  • Provision, use and maintenance of protective clothing and equipment.
  • Ensures of suitability from the HSE aspect of new or hired equipment.
  • Supports CTJV Subcontractors effort for producing Risk assessment and JSA.
  • Conducts audits and inspection to make sure that only safe working systems are in operation and that health, safety and fire prevention requirements are being observed.
  • Maintains contact with CTJV Subcontractors HSE representatives in order to co-ordinate and assists the CTJV Subcontractors in the implementation and enforcement of the CTJV SHES program.
  • Assists CTJV Subcontractors in investigations to determine the cause of incidents and dangerous occurrences and recommending means of preventing recurrences.
  • Attends regular progress and management meetings, reviewing HSE performance, injuries, damage and dangerous occurrences.
  • Promotes within the CTJV group and Subcontractors an understanding that incident prevention is an integral part of construction and operation efficiency.
  • Liaises with the CTJV Site SHES Manager & CTJV SHES Technical Manager to improve the HSE management system in place.
  • Participates for his are in the issue of the HSE activities reports.

HSE management system :

  • To support the SHES Technical Manager in ensuring Project SHES requirements are adequately reflected in the CTJV SHES Management System and Programs and compliance thereto are confirmed
  • Key focal point to deliver, update and maintain SHES Management System documentation.
  • Arrange and participate in COMPANY, Joint Venture Corporate and Third Party SHES Audits and focused inspections.
  • Confirm corrective actions forthcoming from such audits are closed-out.
  • Trend and analyze data from SHES compliance and programs verifications done to identify areas for continuous improvement.
  • Provide weekly and monthly reports to CTJV Site SHES Manager for vertical and horizontal cascading.
  • Support the Site SHES Manager with activities and initiatives to continuously improve on the Project’s SHES performances.
  • Assist in SHES knowledge transfer to SHES personnel.

Risk management, incident:

  • Verify items as referenced within the Project’s Risk Register is adequately addressed and maintain the Risk Register throughout the lifetime of the Project.
  • Review Method Statements and Job safety analysis for critical work activities.
  • Participate in the Risk Assessment process for critical work activities.
  • Participate in incident investigations if required; confirm corrective actions proposed meet or exceed Project SHES requirements and learnings are transferred to SHES training programs and future updates of CTJV SHES Management System.
  • Maintain the project Action Tracking Register (ATR) covering actions derived from audits, risk assessments, investigations, drills, focused inspections and surveys. Provide regular reports on the close-out of action items within the CTJV SHES ATR.
  • Participate in incident response initiatives and debriefing sessions to identify areas for improvement and assist to have such actions reflected in training programs and revisions of the CTJV’s SHES Management System.

Participation in HSE leadership development programs and HSE awareness raising :

  • Actively participate in the Project’s Reach Out Program to promote the Project’s goal of being “Incident and Injury Free” and the Principle of “Understand I Ask I Speak up”.
  • Participate in Management Area Leadership Programs and worker engagements.
  • Assist in conducting SHES training as directed by the Site SHES Manager.

Management of contractors :

  • Review and comment of Subcontractors, Vendors and Suppliers SHES Management Systems Plans, Procedures and Programs to ensure it’s meeting COMPANY and Project’s SHES Requirements.
  • Participate in Subcontractors Kick-off and alignment meetings as well as readiness for work assessments.
  • Developing verification systems to confirm CTJV, Subcontractors, Vendors and Suppliers remain in compliance with Qatar, COMPANY, RLIC, International and Project SHES requirements and standards.
  • Organize, participate and or oversee the inspection and auditing of CTJV and Subcontractors SHES Management System and programs, including review of prequalification data, onboarding and Go/No-Go process.
